Hamdan is a Partner at K&A's Project & Finance practice. He is one of the leading lawyers in Saudi Arabia in projects, construction and real estate with extensive experience advising on project development, Public-Private Partnerships (PPPs), real estate and complex construction and infrastructure matters. He routinely advises both government entities and private sector clients on the structuring, development, financing, and implementation of major projects across Saudi Arabia and the wider region.
His expertise spans project-related joint ventures, FIDIC and bespoke construction contracts, real estate development and leasing, private procurement, environmental and safety regulatory compliance, intellectual property, and project-related dispute settlement. Hamdan also advises on a wide range of compliance matters, including cybersecurity, cloud computing, anti-bribery, cover-up regulations, trade restrictions, and export controls, as well as Islamic financing and related transactional areas.
In addition to his projects and regulatory work, Hamdan has significant experience in commercial contracting and mergers and acquisitions, regularly advising clients on the intersection of corporate and project structures.
He has authored several publications and memoranda on the application of Saudi Arabian law to project transactions, including a recent piece analyzing the doctrine of force majeure under Saudi law in light of the COVID-19 pandemic.
Hamdan was admitted as an avocat to the Bar of Brussels, Belgium, and holds both a Bachelor’s Degree in Law (candidature en droit) and a Master’s Degree in Law (licence en droit) summa cum laude from the University of Liège, Belgium.
He is fluent in English, Arabic, and French.
